New Delhi, 8th April 2025
The Delhi Government’s upcoming draft Electric Vehicle (EV) Policy is set to end the issuance of new permits for CNG autorickshaws, petrol and CNG two-wheelers from August 15, 2025, as the policy aims to phase out existing CNG autos in favor of electric counterparts.
This initiative aims to make Delhi a cleaner, greener city while also promoting sustainable mobility. It is expected to affect 40-50 percent of the 100,000 yellow and green CNG autorickshaws that are more than a decade old. The government prioritizes the conversion of these older vehicles to electric models through retrofitting.
The draft policy also proposes eliminating diesel and petrol vehicles used for solid waste management by the Municipal Corporation of Delhi (MCD), the New Delhi Municipal Corporation (NDMC), and city buses.
As part of this policy, the Delhi Transport Corporation and the Delhi Integrated Multi-Modal Transit System (DIMTS) Ltd. will exclusively procure electric buses for intra-city operations, while BS VI-compliant buses will be used for inter-state services.

For private car owners, the draft policy stipulates that individuals who already own two vehicles powered by fuels other than electricity will not be permitted to purchase any new vehicles unless they are electric.
The policy is still in draft form and may be subject to changes, particularly in terms of two-wheeler provisions, before being presented to the Delhi Cabinet. The existing EV policy, which expired on March 31, has been extended for an additional 15 days to allow for the finalization of the new version.
