    In a series like One Piece that contains hundreds of characters, it’s always a lot of fun matching individuals up in terms of their overall strength and abilities to see who stands at the top of the pecking order. This is more commonly known as power scaling, where fans will use a character’s feats and accomplishments in the story to determine where they would end up on a chart that tracks the strongest Marines and Pirates in the series.

    One Piece: 6 Characters Who Won’t Be Involved In The Final Saga

    These One Piece characters are unlikely to play a role in the Final Saga.

    That being said, though, there are some characters who can be difficult to get a read on in terms of their power, and there are a few reasons why this can be the case. Sometimes, a character can have an immense underlying potential that hasn’t been fully shown, or in other cases, their strength can be difficult to determine because of their lack of screen time. Either way, it’s time to take a closer look at the One Piece characters who are the most difficult to judge when it comes down to their power.

    Shiryu

    The Ferocious Swordsman Has Largely Been Left In The Shadows

    • First Appearance: Episode 440

    By this point in the story, most of Blackbeard’s ferocious crew of pirates have had their time to shine, but Shiryu is someone who is often left in the shadows. What is known is that he’s an extremely formidable swordsman who is even more deadly these days after acquiring the Invisibility fruit from Absalom, allowing him to sneak behind his enemies before delivering a fatal attack.

    As cool as this might sound, Shiryu hasn’t been given the opportunity to really prove his worth against another swordsman, at least not yet. It’s also not very clear how this crew member goes about using his fruit’s power in the middle of combat, as this can also help to determine how much of a threat he truly is, so needless to say, fans are still clamoring to learn more about this guy at some point in the future.

    Smoothie

    A Sweet Commander With Barely Any Fight Scenes

    • First Appearance: Episode 812

    The Yonko Commanders are some of the strongest pirates in the entire series, and as a result, Oda usually makes sure that fans are given a good idea of how powerful they each are by showcasing them in their respective arcs, but Smoothie is a little different. Outside a few brief scenes here and there, Smoothie has barely anything to do during the Whole Cake Island arc, which is a real shame considering her ability to drain liquid from anyone she touches could have been used in some pretty unique ways.

    One Piece: 9 Most Stubborn Characters

    These One Piece characters remain adamantly loyal to their beliefs and ideologies, making them incredibly stubborn as a result.

    Because she hasn’t been seen since then, fans have been left to wonder how well Smoothie would actually fare in a one-on-one battle with the likes of Luffy and the Straw Hats, and also what her fighting style even was in the first place. As a Yonko Commander, it’s clear that she’s at least strong enough to be worthy of her position, but the true extent of her abilities was unfortunately glossed over when she debuted in the story.

    Apoo

    One Of The Supernova’s Finest Has A Glaring Weakness

    • First Appearance: Episode 392

    While most Devil Fruits seen in One Piece will have at least some sort of drawback that can be used to counter them, Apoo’s weakness is a pretty obvious one. As was shown during the Wano arc, Apoo is able to use sound waves to enter the enemy’s system before then setting off an explosion to destroy them from the inside out. The only problem is, all a person needs to do is cover their ears to avoid Apoo’s effects, making it one of the easiest fruits to avoid so long as people are aware of his abilities.

    While this may make it seem like Apoo is fairly weak, it’s still hard to ignore the devastating strength of his powers, especially considering he was able to deal significant damage to both Luffy and Zoro, which is far from an easy feat. Because of this, it can be difficult to determine whether this infamous and jolly pirate is inefficient at fighting or an absolute powerhouse who can take down even the strongest of foes.

    Koby

    Garp’s Latest Trainee Still Has A Lot To Prove

    • First Appearance: Episode 1

    Koby may have started the series as little more than a snot-nosed errand boy, but he’s come a long way since those early episodes of the series. After training under the legendary Garp, Koby would skyrocket through the Marine ranks until, eventually, he was able to become a member of the undercover group known as SWORD, alongside the likes of Drake and Helmeppo. Despite the prestigious position, though, Koby hasn’t been given many opportunities to demonstrate the powers that he has gained due to his hard work and effort.

    When he unleashed his Honesty Impact, it was a clear sign that Koby had acquired some of the same brutish strength that Garp had always been known for, but because of his lack of real fights, it’s been hard to deduce how much damage Koby can truly inflict in battle. While clearly an incredibly powerful Marine, it’s difficult to put Koby above or below other characters who already have achieved far more established feats and accomplishments than him in the series.

    Urouge

    The Mad Monk Is Mentioned More Than He’s Seen

    • First Appearance: Episode 392

    It’s become somewhat of a running joke in the One Piece community that Oda has forgotten about the Supernova known as Urouge. Every other Supernova has played a prominent role in the story since the timeskip, except for Uruoge, who has been mentioned a lot more than he’s actually been seen. For example, it was revealed that Urouge was able to enter Big Mom’s Whole Cake Island and escaped with a Poneglyph in hand, making it pretty clear that he is someone who possesses an absurd level of strength.

    One Piece: 36 Strongest Characters In The Series

    These are the strongest characters to sail the seas of the One Piece world.

    However, because fans have been unable to see him actually engaging in combat since Sabaody, which was many years ago, it’s tricky to determine how powerful he actually is when compared to his fellow Supernova. The last time he was properly seen was during Kaido’s debut when he jumped off a Sky Island, so needless to say, it’s been a very long time since this mysterious character has appeared in the flesh.

    Enel

    Enel Was Taken Out Of The Story Way Too Early

    • First Appearance: Episode 167

    Enel is a character who felt like he was far too strong to be introduced so early on in the story, but considering how much of a fan-favorite antagonist he has become, it’s unfortunate he hasn’t been able to show up since he set off for the moon after Skypeia. Thanks to his Electricity fruit and his incredible mastery over Observation Haki, Enel was casually executing residents of the Sky Islands from miles away without even needing to move a single muscle.

    In the end, he would meet his match when going up against Luffy, whose rubber body was able to counteract Enel’s electricity attacks. Because Enel has been out of the story for such a long time, it has sparked a lot of debate focusing on how well he would perform against some of the current characters in the story, such as the Admirals or the Revolutionaries. Hopefully, he can return in one form or another to show his stuff once again, though right now, he seems more occupied with building an army on the moon than returning to the planet anytime soon.

    Weevil

    Whitebeard’s ‘Son’ Is Clearly Strong, But Hasn’t Had Much Screen Time

    • First Appearance: Episode 751

    Weevil is one of the most bizarre characters in One Piece. When he was first introduced, it was claimed he was the son of the legendary Whitebeard, which, if true, would make him an absurdly strong fighter just from his lineage alone. There have been several scenes showcasing how easy it is for Weevil to crush an entire village all by himself, to the point where even the Marines had trouble apprehending him after the abolition of the Warlord system.

    The truth is, though, this giant brute just hasn’t been given enough screen time to show what he’s truly made of, and also hasn’t faced any significant opponents who could help make it easier to determine his overall strength. While it’s clear Weevil is a true force to be reckoned with, there’s still a lot to learn about the clumsy former Warlord.

    Shirahoshi

    A Naive Princess Who Could Potentially Destroy The Entire World

    • First Appearance: Episode 531

    Considering Shirahoshi is a massive crybaby, it means she’s not exactly all that much of a fighter. Despite that, though, she is still capable of causing an immense amount of damage due to her ability to control the Sea Kings, which is a result of her being the powerful weapon known as Poseidon. As has been shown in the series numerous times, even a single Sea King is strong enough to demolish entire ships, so this power is certainly nothing to scoff at.

    The reason she is so difficult to place above and below other characters, though, is that it’s not yet clear how well Shirahoshi can actually control this ability. While she may have been able to stop the Noah from crashing into Fishman Island, her timid personality also means that she’s probably less than inclined to inflict much suffering on her enemies. It’s also unclear how many Sea Kings Shirahoshi can actually control, since if it were all of them at once, this would be more than enough to destroy several islands in one go.
