NEW DELHI: 1st May 2025:Convergence Energy Services (CESL), a wholly owned subsidiary of Energy Efficiency Services (EESL), has invited price bids from OEMs/leasing agencies/NBFCs for the leasing of 1,000 electric cars (passenger vehicles) to various departments and autonomous bodies across 18 states and union territories for a 3-5 year period.
This tender is part of CESL’s EV as a Service (Phase II) initiative in India, and it is the company’s second attempt to aggregate fleet electric cars after a similar tender in 2023.
CESL had previously requested price proposals from OEMs/leasing agencies/NBFCs for leasing 3,500 electric cars (passenger vehicles) to various departments and autonomous bodies in 18 states and union territories over a 3-5-year period.
Similar to the 2023 tender, CESL will make available the aggregated demand for EVs, and financiers must purchase the vehicle and lease it to CESL or the government partner for a set period of time.

The pre-bid conference and clarification deadline has been set for May 2, 2025, and the bid submission date is set for April 26th. The bid will close on May 16, 2025.
As part of the demand aggregation process, CESL will charge a service fee for making the aggregated car demand available.
The various state governments participating in the tender will be responsible for providing a dedicated location(s), space, and all necessary approvals (s) for the installation of charging station(s).
CESL has been successful in aggregating demand for electric buses. The company has issued a tender for 4,588 electric buses under the Pradhan Mantri e-Bus Sewa Scheme, valued at Rs. 8,000 crore.
